The Complete book concerning happiness and benevolece is about the administration of departments and districts. It is concerning the duties of the magistrates. Their duties consist of collecting taxes and the administration of justice.

On collecting taxes, it advices the majistrate to beware of tax cheats and to be able to recognize when someone is attempting to fail to pay their taxes. On the administration of justice it says to not be careless when making decisions and that the proper administration of justice is more important than the collection of taxes because in adminstering justice peoples lives are at stake.

The article askes the majistrates to love their people and to do thier job properly. It says to not be concerned with being compensated for the work but that they will be rewarded for the job well done.
